3C4AI is a Horizon Europe Research and Innovation project that develops an intelligent, standards-driven platform for the efficient deployment, orchestration and operation of distributed Artificial Intelligence services across the cloud, edge and High Performance Computing (HPC) continuum. The project enables trustworthy, interoperable and scalable AI services across multiple infrastructure providers and operational domains.
3C4AI stands for Intelligent Service, Resource and Data Management Platform for Optimized AI Workloads across the Multi-provider Cognitive Computing Continuum. The project focuses on enabling intelligent orchestration of AI services, data and computing resources across cloud, edge and HPC infrastructures operated by different providers.
3C4AI aims to:
Develop a unified orchestration platform for distributed AI services.
Enable federated multi-provider AI service orchestration through open standards.
Optimise AI workloads using cognitive automation and real-time decision making.
Support secure and policy-compliant federated data sharing.
Provide GenAI-based intent management for automated service deployment.
Enable hardware-aware workload placement across heterogeneous infrastructures.
Strengthen trust, governance and interoperability through decentralised technologies.
Validate the platform through large-scale industrial and public-sector pilots.
3C4AI brings together a consortium of 17 leading organisations from across Europe, including telecommunications operators, technology providers, research institutes, universities and innovative SMEs. Coordinated by EURESCOM, the consortium combines expertise in Artificial Intelligence, cloud computing, edge computing, High Performance Computing, networking, data management and digital infrastructure.

3C4AI is funded by the European Union under the Horizon Europe Research and Innovation programme, Grant Agreement No. 101298630. Running from June 2026 to May 2029, the project receives €7.63 million in EU funding to advance trustworthy AI orchestration across the cognitive computing continuum.

Yes. Throughout the project, 3C4AI will publish scientific papers, public deliverables, technical demonstrations, videos, news, presentations and other dissemination materials. Public outputs will be made available through the project website as they become available.
Although the consortium membership is fixed, 3C4AI actively engages with the wider research, industrial and innovation communities. The project welcomes collaboration through workshops, technical exchanges, standardisation activities, demonstrations, open events and dissemination initiatives.
